Why do Shorts and long-form have different revenue structures?

YouTube pools revenue from ads between Shorts Feed videos, then allocates it using factors such as eligible views by country. Creators receive 45% of their allocation. This differs from Watch Page advertising on regular videos.

What happens to Shorts revenue when music is used?

YouTube accounts for music licensing costs when calculating the Shorts Creator Pool. The final allocated amount still uses a 45% creator revenue share regardless of music use. Check the official policy because details can change.
